LINCOLN PARK HISTORIC DISTRICT NEIGHBORHOOD ASSOCIATION MEETING
APRIL 16, 2009 FRIENDLY TOWN CLASSROOM; LINCOLN PARK
The meeting was called to order at 7:10 p.m. (late arrival of the building key) by the Vice President, Joyce Melton, who welcomed the attendees and introduced the guest speaker, John Dreher, Neighborhood Development Manager for the Dept. of Public Development for the City of Danville. He addressed concerns about the process of complying with Historic District requirements for obtaining Certificates of Appropriateness for exterior modifications to property in the District, as well as the functions and process of the Historic Preservation Commission in approving them. He also answered other questions and concerns about property modifications. He stated that being located in a Historic District is the #1 deterrent to "slumlord" home purchases, thereby protecting the value of the homes in a district.
The reading of the September 18, 2008, minutes was dispensed with, since they were printed and distributed in the April newsletter. There were no corrections.
Treasurer Ellen Vanesse reported a balance of $1073.41.
OLD BUSINESS:
The LPHDNA's third "Leaf a Legacy" tree has been planted in Lincoln Park.
NEW BUSINESS:
>The 2009 House and Garden Walk, in conjunction with the Vermilion Co. Museum, will be on July 18 between 10 am and 4 pm. Rain date is July 25. Volunteers are needed!
>Nancy & Keith Bates gave a report of the 6th Annual Neighborhood Association Workshop on Feb. 21 entitled "You Don't Have To Move To Live In A Better Neighborhood." The number of neighborhood associations in Danville is increasing, and the services and benefits both from and to the city were presented and discussed.
>Updates were given by the Vice President on the Painting Blitz & "Keep America Beautiful" programs. A suggested project for funding was the restoration of the Park's entrance pillars and lights.
>Election of officers will be at the May meeting.
>Park clean-up will be at 9-10 a.m., Sat., April 25.
REPORT OF THE ALDERMEN:
Mike Puhr was congratulated on his re-election to the City Council. He and Jerry Askren gave updates on several city programs, and answered questions. A $400,000 city budget deficit is forecast for this year.
>The new yard waste program is phasing in with fewer workers because of budgetary concerns.
>The Municipal Band Season in the Park may be shortened for financial reasons.
Alderman Puhr won the 50-50 raffle and donated his earnings back to the Association.
