LINCOLN PARK HISTORIC DISTRICT NEIGHBORHOOD ASSOCIATION MINUTES

April 19, 2007; Friendly Town traffic education building, Lincoln Park

President Brenda Dwiggins called the meeting to order at 7:00 p.m. She congratulalted Aldermen Jerry Askren, who was just re-elected, and welcomed our other alderman, Mike Puhr.

She then introduced our guest speaker, Tracy Stebbens, Neighborhood Services Coordinator for the City of Danville. Mr. Stebbens told us about his background, and about his department, which is responsible for building code and property inspections and enforcement to address and correct violations of property maintenance in the city. He outlined the responsibilities of his department and duties of the inspectors, and explained how property inspections are coordinated and violators are dealt with.

Ellen Vanesse moved that he reading of the September minutes be dispensed with since they had been published in the October newsletter. The motion was seconded and passed.

Ellen Vanesse gave the treasurer's report, showing a balance of $1122.30 on 10-20-2006.

Old Business:

>Our LPHD Spring banners will replace our very attractive Winter ones soon.

>The Lincoln Park Historic District "Leaf a Legacy" tree has been planted.

>The LPHD note cards have sold enough to cover the cost of production, and are available in stores around town.

>Garfield School still needs tutors. (Can you give an hour a week to listen to a child read?)

New Business:

>Brenda reminded those present to obtain a certificate of appropriateness from the city

before making any exterior modifications of their homes.

>Brenda reported on the Neighborhood Association Workshop, which she and Dona Farnsworth attended. There were a number of speakers who outlined various programs and agencies in the city which could be helpful resources for the neighborhood assn's. and their programs, including FAITH IN ACTION, who can provide insurance for volunteer workers in charitable situations.

>Lincoln Park cleanup day will be on the 4th Saturday of each month. Meet at the N. park entrance at 9:00 a.m. to sign in and get equipment. There will be another drawing for prize money this year.

>The Vermilion County Museum will not sponsor a garden walk this year.

>Brenda reminded us that the election of officers will be at the May meeting. There was a discussion of how to increase turnout at our meetings, including signs along the major streets. Since the Pavilion will not be open again until mid-summer, Harry Johnson moved that we continue to meet at the Friendly Town classroom. The motion was seconded and passed.

Remarks by our Aldermen:

>The new automated garbage system was explained. It will start this summer.

>Problem Oriented Policing will be coming in the near future.

>The impact of Section 8 housing was discussed; there are pros and cons. The amount, type and maintenance of rental property in general seems to be an issue for the city and the neighborhood associations.
