LINCOLN PARK HISTORIC DISTRICT NEIGHBORHOOD ASSOCIATION MEETING
April 20, 2006; 7:00 p.m.; Lincoln Park Pavilion
The meeting was called to order by the president, Brenda Dwiggins, who welcomed the attendees and introduced the guests and our guest speaker, Steve Lane, Superintendent of Parks and Public Property for the City of Danville.
Mr. Lane outlined the basic responsibilities of his department, the areas of the city for which they are responsible, the events they assist with, and some of the park and other projects for the coming year. Of particular interest to the Association are the landscaping of the south entrance to Lincoln Park, and the painting and upgrading of the pavilion structure. He also promoted the "Leaf of Legacy" program to get a head start on replacing the old trees in Lincoln Park when their life span is over by planting new, young trees in the park now. The cost is $200 per tree.
Old business:
>The Neighborhood Directory is almost finished. The LPHDNA paid for the paper and is being copied and collated at the Municipal Building. There are approximately 200 households in the District. Paid advertising in the directory will pay for the paper and help with future fundraisers. Brenda thanked the ad buyers for their support.
>Other fund raising activities include selling hats and t-shirts with the District logo, and note cards with a historic picture of the park and pavilion.
>Brenda reminded homeowners to obtain a Certificate of Appropriateness from the city before doing any
remodeling on the exterior of their homes or yards.
New business:
>July 15 is the date of the House and Garden Walk sponsored by the Vermilion County Museum. Volunteers will be needed and greatly appreciated.
>Brenda and Nancy Bates reported on the 3rd Neighborhood Association Workshop held by the city on March 18. All city and county departments represented there stressed the need for the 12 neighborhood associations to partner with them to help enforce the various ordinances of the city by reporting violations and by helping to keep the neighborhoods clean. They also introduced the concept of the Police Department's volunteer Speed Watch program.
>The District now has a tax I.D. number that allows us to open a checking account.
>The LPHDNA has two applicants for the HALO PAINT BLITZ program. Approved applicants will hear directly from HALO.
>An application was submitted to Keep Vermilion County Beautiful for a $500 grant for four banners welcoming people to Lincoln Park.
>A Clean-up Campaign for the entire County is underway, and there are incentives for participation. The first LPHDNA clean up of the year is Saturday, April 22nd, at 9:00 a.m. Meet at the north entrance to the Park. The participants will be eligible for the drawing for a Troy-Bilt yard machine.
>Election of officers will be held at the next meeting on May 18. There are openings for Vice President and Treasurer, and all other offices are open to nominations from the floor.
Alderman Mike Puhr brought the Association up to date on the actions of City Council and mentioned that the garbage department is being reorganized and the streets and alleys program is starting up. Friendly Town and other summer park programs are starting as well.
Coffee and cookies were served.
